The conferences should be filling that role. The NCAA isn’t capable of that any longer.

This seems about right. I think a vacation of wins during the time frame of the impermissible scheme is just punishment and also doable, since it doesn’t take away from any future earnings potential from a conference or program, just past (ill-gotten) glories.
