This is a process called regrooving. Certain types of tires can be regrooved multiple times depending on the thickness of the tire. It is typically done on trucks or forklifts. In the US a special electric powered tool is used. This guy is using hand tools.

Depends on quantity and exposure. " normal " exposure sure it can take years but that's not what we're talking about here. We're talking about people ( Cuban handmade brake pad workers for example ) that spend 12 to 14 hours a day grinding and smashing old asbestos into powder, forming it and then forging it inside small Shacks with no ventilation. It speeds the process up quite a bit

I know that asbestos is dangerous to breathe the dust, but again, making pads by hand, when automated machinery is so easy to do....and the risks are well documented. They smuggle everything else in and out of Cuba, why not brake parts, and specifically if people were being forced to manufacture by hand...
