I have seen some desperate NPP propagandists share a video of the Upper West Regional Hospital, with the claim that it was started by Former President Kufour and completed by President Akufo-Addo. Although the history of the Upper West Regional Hospital is well-known and a matter of public record, it is important to set the records straight so that unsuspecting Ghanaians are not hoodwinked by this dubious propaganda. 1. The 160-bed Upper West Regional Hospital project was one of the nine (9) hospitals which were awarded to Euroget De Invest in the year 2010 by the Government of Ghana. 2. The project was conceptualized and initiated by the Kufour government as part of what is called “The Hospitals Project”. Euroget De Invest was engaged by the Government of Ghana to design and build 8 hospitals for the Ministry of Health and 1 hospital for the Ministry of Defense. 3. A Memorandum of Understanding (MoU) was signed by the Government of Ghana and Euroget De Invest for the nine (9) hospital projects in April 2008. 4. Cabinet gave approval for the Euroget hospital projects on 29th October 2008. 5. On 12th November, 2008, the Parliament of Ghana approved the loan for the Euroget hospital projects, an amount of $339 million dollars which was to be sourced from Egypt. The Kufour government was then voted out of office. See 6. The contracts for the projects were signed between the Mills government and Euroget in 2010. 7. On 31st July, 2010, then Vice President of the Republic of Ghana, H.E John Dramani Mahama cut the sod for the Upper West Regional Hospital. 8. However, construction of the project could not commence due to the inability of the company, Euroget De Invest to secure funding from Egypt. This undue delay was mainly occasioned by the Arab spring upheaval in Egypt. Thus, the Upper West regional hospital could not start on schedule due to lack of funds. See 9. Through the hard work of the Mills/Mahama government, approval was given to Euroget De Invest and funding was secured from a Barclays PLC- ABSA SA consortium to finance the project in August 2012. See 10. In November 2012, just before the elections, then running mate to Akufo-Addo, Alhaji Bawumia visited the project site with the media and mocked John Mahama and the NDC for deceiving the people of Upper West region. See 11. Actual construction began in 2014 under the Mahama/NDC government with funding from the Barclays-ABSA bank consortium. By the time John Mahama was leaving office, the project was about 95%. Kid, if you want to do active politics, then you’ll have to learn and read wide… there is vast difference between Completed and Operationalized, Completed in this contest means we’ve finished building these hospitals and operationalized means putting the completed/finished hospital to use that’s posting health workers there to render health care services. Now, these 33 hospitals (first batch) i stated to have been completed and were undergoing equipping by Medical Engineers included that of Abomosu, Mpohor, Kadjebi, Ningo Prampram , Nsabaa, Awutu Bereku, Lower Denkyira and 27 others, you can go to any of these facilities and report back to confirm my assertion. Again, the only one we commissioned was the Oforikrom agenda 111. Why didn’t we operationalize it, why didn’t we send health workers there? the facility after completion was handed over to the Ghana health service, plans were far advanced to send nurses there and sadly, we lost the election, so all what Mahama has to do is, post nurses there and that’s all. Over the past 14 years, Bengal’s healthcare sector has undergone a historic transformation. Today, I had the privilege of inaugurating 110 fully-equipped Mobile Medical Units (MMUs) that will take advanced healthcare services to the remotest corners of our state. Each unit, staffed with doctors, nurses, and technicians, is a self-contained mobile clinic designed to deliver free diagnosis, consultation, and treatment right to people’s doorsteps. These MMUs mark yet another milestone in our Government’s journey to ensure “Health for All”. With 210 such units being rolled out, we are reaffirming our commitment to a Bengal where no one is denied medical care because of distance, poverty, or circumstance. Since 2011, our Maa-Mati-Manush Sarkar has redefined the meaning of public healthcare, introducing Swasthya Sathi, Swasthya Ingit, Chokher Alo, Shishu Sathi, Matri Ma, Madhur Sneha, and many more people-centric initiatives. FACTS ON AFARI HOSPITAL; — NDC took the project from Kumasi to Tamale because they felt the people of Ashanti Region didn’t deserve such an ultra- modern Health facility. — It took the people of Ashanti and some authorities to force the NDC Government to bring back the project to Asanteman — The project had its funding fully secured by President Kuffour in 2008 so all what NDC needed to do was just to build straight away but in their whole 8 years, they were able to build only 40% of the Hospital. — in 2017, when NPP inherited the 40%, with their 8 years in Government, they also built it to 98% complete and provided all the equipments needed to complete the Hospital. they (Nana Addo/Bawumia Government) paid all monies owed with regards to this project, they paid the $180 million loan secured by Kuffour, they once again paid the re-evaluation bill at the cost of 19.3 million due to the delay and also paid $2.5 million out of the renegotiated $3 million ( it was $6 million which the NPP Government negotiated and brought it downward to the $3 million) the only amount the state owes the contractor is $500,000. The NDC didn’t pay a penny with regards to this Afari Project.
