The fact that Kwaku Manu seems to believe that only the NPP can deliver development projects in the Ashanti Region is quite surprising. Development is a national responsibility, not the exclusive preserve of any political party. The people of the Ashanti Region deserve progress and investment regardless of which party is in power. Do the people of the Ashanti Region cease to be citizens deserving of development the moment the NDC takes office? For the record, during its eight years in government, the NPP completed and operationalized several hospital projects, including Bekwai, Tepa, Konongo, Kumawu, and Fomena. I have seen some desperate NPP propagandists share a video of the Upper West Regional Hospital, with the claim that it was started by Former President Kufour and completed by President Akufo-Addo. Although the history of the Upper West Regional Hospital is well-known and a matter of public record, it is important to set the records straight so that unsuspecting Ghanaians are not hoodwinked by this dubious propaganda. 1. The 160-bed Upper West Regional Hospital project was one of the nine (9) hospitals which were awarded to Euroget De Invest in the year 2010 by the Government of Ghana. 2. The project was conceptualized and initiated by the Kufour government as part of what is called “The Hospitals Project”. Euroget De Invest was engaged by the Government of Ghana to design and build 8 hospitals for the Ministry of Health and 1 hospital for the Ministry of Defense. 3. A Memorandum of Understanding (MoU) was signed by the Government of Ghana and Euroget De Invest for the nine (9) hospital projects in April 2008. 4. Cabinet gave approval for the Euroget hospital projects on 29th October 2008. 5. On 12th November, 2008, the Parliament of Ghana approved the loan for the Euroget hospital projects, an amount of $339 million dollars which was to be sourced from Egypt. The Kufour government was then voted out of office. See 6. The contracts for the projects were signed between the Mills government and Euroget in 2010. 7. On 31st July, 2010, then Vice President of the Republic of Ghana, H.E John Dramani Mahama cut the sod for the Upper West Regional Hospital. 8. However, construction of the project could not commence due to the inability of the company, Euroget De Invest to secure funding from Egypt. This undue delay was mainly occasioned by the Arab spring upheaval in Egypt. Thus, the Upper West regional hospital could not start on schedule due to lack of funds. See 9. Through the hard work of the Mills/Mahama government, approval was given to Euroget De Invest and funding was secured from a Barclays PLC- ABSA SA consortium to finance the project in August 2012. See 10. In November 2012, just before the elections, then running mate to Akufo-Addo, Alhaji Bawumia visited the project site with the media and mocked John Mahama and the NDC for deceiving the people of Upper West region. See 11. Actual construction began in 2014 under the Mahama/NDC government with funding from the Barclays-ABSA bank consortium. By the time John Mahama was leaving office, the project was about 95%. These facts are verifiable and indisputable. 13. It is true that the project has its roots in the Kufour government. It was in 2008, that the MoU and original loan agreement was signed and approved. However, the funding arrangement envisaged under the Kufour government didn’t materialize. The contracts were signed and the sod cut for the project by the Mills/Mahama government. More importantly, Funding was secured in August 2012 under the Mills/Mahama government. Construction began in 2014 under the Mahama government and was over 95% complete in 2016 before John Mahama left office. 14. The Upper West Regional hospital project should have been fully completed and commissioned latest by 2017 but was unduly delayed by President Akufo-Addo and commissioned in 2019. 15. While it is fair to give President Kuffuor the credit for conceptualizing and initiating the project, the chunk of the credit must go to the Mills/Mahama governments which worked with Euroget to secure funding for the project and supervised the construction of the project from ground zero to about 95% completion stage. 16. I know the person who caused the decay. The person whose wife stole the whole of Natpham masquerading as a health ambassador is the one responsible for the decay we see today. The orchestrator of Draxgate, who is in state house today around the president, is hugely to blame for the collapse of our Healthcare system. She, and her accomplices are responsible for the sudden drying up of medicines in government and former mission hospitals. The running of Mission hospitals was taken over by the cartel. Natpham, as we speak today, is only supplying donated condoms and family planning tablets to government and former mission hospitals. Our hospitals are now involved in a very sad population reduction matrix in which they're central to ensuring that every person admitted to these centres dies and that no new babies are born, hence the central role in distribution of contraceptives. There hasn't been any deliveries of any kind of sensible medication throughout all the government hospitals for the past 8 months, only donated family planning tablets and condoms. No bandages, no painkillers, nothing! Our population as a country is going to go down drastically in the next 5 years through deaths that aren't matched with our procreation rate. The situation is made worse by the drug scourge being facilitated by the same cartel. Our youngsters are too drugged to procreate. It's a national disaster! That's the work of the Draxgate kingpins. They're looting the telecommunications health tax, the sugar tax and all other taxes collected every month in the name of Healthcare. There is no investment towards the health of the nation. They pocket $50 000 a day from one roadside ambulance. That's a cool $1.5 million per month from just one ambulance parked along highways to wait for accidents to happen. The irony is that the $50k a day ambulances are waiting to pick up accident victims to hospitals without even bandages. The victims bleed to death in a $50k hired ambulance. Some die as soon as they get to these hospitals crying out for painkillers. I know the people who have killed the Healthcare system in my country. They're criminals surrounding the President, right from his bedroom to his private office in Borrowdale. I am not as naive as you are. I won't blame a Vice President for non-delivery of a government with an executive President. ED is responsible for all the collapse we see in our health delivery system, in our education and in the economy. It's him and the criminals around him starting from his bedroom right up to the bedrooms of his children. It is that kind of mess that need to be swept aside and Gen Chiwenga has a huge role to play in cleaning this decay.

Over the past 14 years, Bengal’s healthcare sector has undergone a historic transformation. Today, I had the privilege of inaugurating 110 fully-equipped Mobile Medical Units (MMUs) that will take advanced healthcare services to the remotest corners of our state. Each unit, staffed with doctors, nurses, and technicians, is a self-contained mobile clinic designed to deliver free diagnosis, consultation, and treatment right to people’s doorsteps. These MMUs mark yet another milestone in our Government’s journey to ensure “Health for All”. With 210 such units being rolled out, we are reaffirming our commitment to a Bengal where no one is denied medical care because of distance, poverty, or circumstance. Since 2011, our Maa-Mati-Manush Sarkar has redefined the meaning of public healthcare, introducing Swasthya Sathi, Swasthya Ingit, Chokher Alo, Shishu Sathi, Matri Ma, Madhur Sneha, and many more people-centric initiatives. From 14 new medical colleges and 42 super-speciality hospitals to over 13,500 su-swasthya kendras and free treatment facilities, Bengal’s healthcare network today touches millions of lives every single day. We have reduced infant and maternal mortality rates to record lows, expanded infrastructure, trained thousands of new nurses and doctors, and ensured that quality healthcare is a right, not a privilege. We remain firm in our resolve to continue serving every mother, every child, every family, and every citizen of Bengal with the same compassion and commitment that define our ‘of the people, by the people, and for the people’ philosophy. FACTS ON AFARI HOSPITAL; — NDC took the project from Kumasi to Tamale because they felt the people of Ashanti Region didn’t deserve such an ultra- modern Health facility. — It took the people of Ashanti and some authorities to force the NDC Government to bring back the project to Asanteman — The project had its funding fully secured by President Kuffour in 2008 so all what NDC needed to do was just to build straight away but in their whole 8 years, they were able to build only 40% of the Hospital. — in 2017, when NPP inherited the 40%, with their 8 years in Government, they also built it to 98% complete and provided all the equipments needed to complete the Hospital. they (Nana Addo/Bawumia Government) paid all monies owed with regards to this project, they paid the $180 million loan secured by Kuffour, they once again paid the re-evaluation bill at the cost of 19.3 million due to the delay and also paid $2.5 million out of the renegotiated $3 million ( it was $6 million which the NPP Government negotiated and brought it downward to the $3 million) the only amount the state owes the contractor is $500,000. The NDC didn’t pay a penny with regards to this Afari Project.
