It is understood that the Office for Budget Responsibility has concluded the benefit reforms already announced will only save £3.4 billion, rather than the £5 billion claimed. Spending cuts across government departments will be outlined by the Chancellor later, as she tries to fill a £15 billion black hole in the economy without putting up taxes.
