I think I’m missing something: wouldn’t Black Storm’s effect still go off in the case of a draw? It’s a good ending to a good duel, I’m just confused about that part.

You are right to be confused "its effect deals both players its total Attack Power as damage" is a mistranslation the actual effect says "When this card would be destroyed by battle and sent to the Graveyard, both players take battle damage from that battle"
