MONEY OUT – MIGRANTS IN EU proposes Erasmus for Africa and more EU-MENA integration. Ursula von der Leyen last week proposed a connected “Common Mediterranean Space” as part of a Pact for the Mediterranean. The initiative builds on the Barcelona Process launched in the 90’s and proposes that all European taxpayers fund projects benefitting the region while migrants from Morocco, Egypt and Tunisia will be welcomed to Europe under the guise of student exchanges. “Legal pathways for labour migration” from Africa and the Middle East will increase and so called “talent partnerships” will be scaled up. The pact consists of three parts: exchanges of people (read: one way tickets to Europe), trade and investment (for example in renewables, clean tech and something called a “regenerative blue economy”) and security / migration management. This point is deceptively tailored to win conservative support. But it is nothing else than an opening of more doors to Europe, for potentially millions from Africa and the Middle East. The clue is in what the Commission promises to promote: “a whole-of-route approach to migration management”. The Pact will also be a stepping stone to increase EU cooperation with partners beyond the Southern Mediterranean, including the Gulf, Sub-Saharan Africa, the Western Balkans as well as Türkiye. The Commission describes stepping up cooperation between the EU, the Middle East and North Africa, and the Gulf region as “a key objective of the Pact.” To make it permanent, Brussels is creating a new bureaucracy in the Commission, the Directorate-General for the Middle East, North Africa and the Gulf - DG MENA. The Pact is proposed for political endorsement by the EU and southern Mediterranean partners in November 2025 on the occasion of the 30th anniversary of the Barcelona process. What can you do? Contact representatives in your national parliament and politely ask them to instruct their government NOT TO APPROVE ERASMUS FOR AFRICA AND THE PACT FOR THE MEDITERRANEAN. Contact your Members of the European Parliament and tell them to OPPOSE ERASMUS FOR AFRICA AND THE PACT FOR THE MEDITERRANEAN in every way possible. This Pact is a Council decision but the European Parliament will vote on whether to allocate money for this pact – ask your representative to commit to vote NO when the proposed doubling of funding the region to €42 billion comes up for a vote.
