Why would they tell you about the fire the government paid to start?

I assume they are told to stand down, as the politicians want the fires to burn. They can get the climate change rollout going w/ allowing it to keep burning. Citizens stand up and now police have to stand up too, instead of letting a politician tell them they can't save the town
