We're coming from an era of maximum globalization. Sanctions are rules that roll back this globalization and are thus subject to lots of interference from Western companies. Western governments need to shut down this lobbying. They failed to do that properly on Russia sanctions.

There's something much bigger at play than just Russia's terrible invasion of Ukraine. Sanctions are supposed to deter other aggressors - think of China and Taiwan. Sanctions can be highly effective, but we need to urgently learn the right lessons from our experience on Russia...

@BrookingsInst All I want from you Robin is an example of sanctions on commodities actually working (over an extended period) just ONE time in history. Price caps & trade controls have been tried MANY times going all the way back to Rome's Diocletian. I'm looking for ONE case you can point to.

@BrookingsInst Interestingly, you have provided many arguments for why sanctions in Russia have yet to accomplish any formulated objectives. Looking at the data of previous sanction regimes, I find little confidence in their effectiveness in bringing about stated policy objectives.
