"The role of a news organization is to give the public the information it needs and deserves to know so that they can govern themselves," he said. To ensure justice, accountability and financial compensation, it is imperative that a comprehensive Judicial Inquiry into the government’s handling of COVID-19 is called. This could take the form of a Senate Commission of Inquiry or a Royal Commission. Investigations that must be robust, independent and based on data and facts, with the power to subpoena witnesses and documentation. The handling of COVID affected us all in profound ways. To fully understand the scope of these effects and to prevent this happening again in the future, we need to establish an accurate and detailed timeline of events and associated facts. Placing the most up-to-date information on the record will uncover the truth behind the decisions made and their consequences. These are essential for restoring accountability and trust in governments, and health services and departments. We must make this issue a federal election matter, with the goal being to awaken the public with clear, understandable facts. The public needs to become aware of the magnitude of the problems we faced. The mishandling of this crisis is not a matter of minor errors. It involved significant failures that demand accountability and serious repercussions. That is the only way to restore trust in our medical systems and in our government systems and processes. This issue is far from over. We owe it to ourselves and to future generations—especially our children and grandchildren—to address these failings directly, clearly and bluntly. We must hold those responsible accountable and ensure that such lapses are never repeated.

I am the Gold Commander and I have overall responsibility for this investigation. It is my role to agree the investigative strategy and ensure that it is supported with the right resourcing, finance and support from across forces, along with unblocking any issues that may sometimes arise along the way. I am supported by a Senior Investigating Officer who sets that investigative strategy and a team of investigators from forces across the country who are helping to deliver it. The team also has a very close working relationship with the Crown Prosecution Service who have been providing ongoing early investigative advice throughout. I know that the impact of the Post Office’s handling of the Horizon IT system has been widespread and devastating, affecting hundreds of sub-postmasters. Since January 2020, investigators began examining what has now become thousands of documents, both manually and with the help of some specialist software. It is important to stress that the investigation has always been running in parallel and independent of the public inquiry. However the material generated in that public inquiry and its final report will be key in terms of any evidence it provides for the criminal investigation. Given the scale and complexity of the investigation, this next phase is now an agreed national policing effort, coordinated by the Met and delivered by additional regional investigation teams situated across the country. This team numbers around 100 investigators, working under the direction of the Senior Investigating Officer, examining the evidence available, in line with the investigative strategy. It is important to be clear that we are not re-investigating all of the miscarriages of justice, rather we are looking at the actions of individuals across a number of cases – both criminal and civil. These individuals relate to Post Office investigators and prosecutors, the Post Office executive, along with staff and executives within Fujitsu. We have been giving a lot of thought as to how we communicate key updates to such a large group of people affected by Horizon, along with the understandable public interest in this case. Their headline: “The mysterious drop in fentanyl seizures on the U.S.-Mexico border.” Leavitt called it what it was: spin. “How is this mysterious?” she asked. “There is no mystery about why there is a decrease in fentanyl coming into the United States!” She pointed directly to the administration’s border policies and cooperation with Mexico as the reason for the decline. “This administration’s strong border policies are the reason there has been a decrease in fentanyl trafficking,” she said. “His strengthened relationship with Mexican President Sheinbaum and all of the measures he has been taking to deter illegal human and drug trafficking at our United States southern border is the reason for plummeting fentanyl seizures at the U.S. Border.” But the issue wasn’t just the headline. It was what Leavitt described as intentional narrative engineering. “This is clearly trying to intentionally manipulate the minds of Americans, and I think the American people understand why there has been fentanyl drop.” And when the Post ignored the administration’s full explanation? “Our office responded to this inquiry, we provided a whole host of the reasons that fentanyl seizures have dropped at the southern border, and The Washington Post refused to run them,” she said. “And that’s despicable.”
