Or simply design it properly from the start: assume fully saturated soil, include surcharge loads, apply load factors, and build in a solid factor of safety.

Lack of a proper base is what would cause that wall to fall over. Definitely not the concrete exploding half way up.

Wrong : Footings to retain water should be wide base with heavy rebar and angled so water below flows away .. Also, heavy wide base .

STOP. Roman concrete still stands today. IN WATER... The problem IS the concrete. Portland concrete is trash and not meant to last. ESPECIALLY in this type of use. You would get a better result just by mixing sand, ash and vinegar ingredients.

The collapse begins when the tensile strength provided by the steel to the concrete weakens. When Water moisture penetrates inside and reaches the rebar, the steel begins to rust. And When the tensile factor weakens, the concrete's compressive factor becomes weaker as well

These are fascinating .Decades of driving through “the gorge” on I-40 . Tennessee and North Carolina . Always thought freeze thaw determined how long the repairs would last .
