People switched parties, the parties didn’t switch. People who didn’t agree with civil rights became democrats & people who did became republicans. Nixon was a big influence to this as he used logic, reason, & their own bibles against them. Made the democrats big mad.

Republicans: 53 Independents (who caucus with Democrats): 2 Total non-Democrat votes available: 53 + 2 = 55 Assuming all 53 Republicans and 2 independents vote yes, and all 43 Democrats vote no, the bill fails unless at least 5 Democrats switch to yes. This is the democrat's shutdown.
