If people had known Goku for longer, they wouldn't question this in first place. He got lowest score among Z Fighters during punching test before the tournament in DBZ. He holds back and there's absolutely nothing wrong with it.

People have always been far more willing to justify this with Goku using the god form to prevent Krillin from feeling how powerful Goku is. There isn't any such defense for artificial human 17.
