That is a VERY bad way to solve the problem. 1- shrinks the tube which impedes flow; 2- adds a lip to the interior which can and WILL catch things, eventually leading to more blockage and a really fun time for future plumbers to find the problem. Use proper pre-made joints.

That looks like Quest pipe, the nightmare material that had a huge CLASS ACTION LAWSUIT making it a non code material in the US years ago! I’d recommend replacing it back into the building if at all possible instead of this hack!

The way he used the hand grinder, he isn't pro for sure. A pro would use connectors and if for some reason that is not available he would just melt the ends and enlarge them before sticking the next part. That's method is ancient.
