Deputy Spokesperson of the Chinese Embassy Guo Wei: At noon on January 12, 2026, during a routine patrol in the contiguous zone of Huangyan Dao, China Coast Guard vessel 23521 spotted a boat that had no national flag or identifying marks and appeared to be a Philippine fishing boat operating approximately 16 nautical miles from the baseline of China’s territorial sea of Huangyan Dao, and kept heading toward China’s territorial waters. The China Coast Guard vessel approached and hailed the vessel by radio, trying to verify its identity and asking whether it needed any assistance. Here is what the CCG vessel said: “Philippine vessel, this is China Coast Guard, patrolling in the sea area of Huangyan Island of the People’s Republic of China in accordance with the law. You are about to enter the contiguous zone of Huangyan Island of the People’s Republic of China. Please abide by the relevant international laws and Chinese laws and regulations, and indicate the intention of your activities and the information about the cargo on board. Also, state whether you need any assistance from us.” The Philippine vessel ignored the communication, turned away, and departed. China conducted these operations in accordance with the Law of the People’s Republic of China on the Territorial Sea and the Contiguous Zone, acting in a lawful, legitimate and professional manner. Throughout the process, both sides maintained a safe distance, and no incidents, including any collisions, occurred. Jay Tarriela once again rushed in to mislead the public. This time he smeared China’s normal law-enforcement actions in the waters off Huangyan Dao as “harassing” Philippine fishermen and “endangering” peace in the South China Sea. We firmly reject such smearing. The reality is that since the second half of 2023, the Philippines has sent multiple Coast Guard vessels, official vessels and so-called fishing vessels to intrude into the territorial waters off Huangyan Dao, forcing China to take necessary measures to safeguard its rights. When its official vessels and coast guard ships failed to achieve their objectives, the Philippines pushed fishermen to the front line, using them as political tools to intrude into sensitive waters. It is the Philippine side that is provoking trouble and endangering peace in the South China Sea. Everyone knows where the concepts of “transparency initiative” and “rules-based order” come from. That country that claims to uphold so-called “rules and order” went into another sovereign state and even kidnapped its president—so is that what they call “rules”? Even today, some people still wave these banners to blur right and wrong and to stir up tension. Peaceful development—not war or conflict—is the shared aspiration of China, the Philippines, and the peoples of this region. Yet some, driven by ulterior motives, are determined to push China and the Philippines to the brink of conflict. Their schemes, however, will not succeed.
