Completely off the record, but I was talking to a friend recently who told me a story about some US government contractors in Afghanistan, working with an individual who had both American citizenship and Afghani citizenship. The American contractors were trying to get a contract from US AID to go out and do survey operations for an unspecified project. They put in a bid and their contact with access to funds from US AID told them to double their bid because he was just gonna pocket half of it and that’s how he would get the contract through. I don’t ever think it materialized, but this is someone I deeply trust. I will not divulge my source, but he had direct access to this information because he was involved. Just throwing it out there for some color.
