To do it you just: • Blur the background • Blur the foreground • Speed the video up to ~200% • Drop the frame rate between 4 and 12 FPS You can just apply a blur vignette and adjust the speed and FPS for a very basic effect, but it works best with a tilt shift camera lens on a camera with a high shutter speed.
