"In any state program, to eliminate the potential for fraud, we would either need to eliminate the program or we would need to staff it to such a degree that the cost of running it would start to get close to the cost of the benefits being provided." "We need to look at this from an ROI perspective... if the goal is the impossibility of fraud, I don't think that's realistic."
