Vance's statement can be read as suggesting the US is not serious about diplomacy and is only preparing for the next war. But given the fact that both Iran and the US have Plan Bs and Cs in place, the revelation of a Plan B is not necessarily an indication that Plan A (diplomacy) is a ruse.
