Reagan didn’t “randomly cut mental health funding.” There was political context. When Ronald Reagan came into office, Congress was pushing spending trade-offs and block-grant restructuring. Democrats refused parts of his broader budget and policy agenda unless mental health funding was shifted out of large federal institutions and back to the states. The old asylum system had already been under criticism for abuse and cost, and both parties supported deinstitutionalization at the time. So this wasn’t some evil, out-of-nowhere cut it was part of a negotiated budget and a bigger shift toward state control. If you’re going to blame someone, blame Congress too, not just Reagan.
