Highlights of today’s message to the #HRC60 on Draft Resolution L.37: Technical Assistance and Capacity-Building in the Field of Human Rights in DRC 1️⃣ Rwanda called on the need to address discrimination fueled by the continued spread of genocidal ideology by the UN-sanctioned FDLR, backed by the DRC government, allied militias, and DRC officials. 2️⃣ Rwanda called for an unequivocal condemnation of the Wazalendo militias—state-sponsored, armed, and integrated into the DRC’s military command structure—for their continued human rights violations. 3️⃣ Rwanda applauded the principled stance demonstrated through the Africa Group, opposing the politicisation of human rights and the work of the Council. 4️⃣ Rwanda pointed out the Council’s silence on accusatory language included in a technical assistance and capacity-buidling resolution. 5️⃣ Rwanda reaffirmed that Item 10 (mechanism for technical assistance and capacity-building) must remain neutral and focused on its core mandate, particularly to ensure this resolution brings concrete improvements to the human rights situation in the DRC.
