The companies degradation patterns here seem natural, not artificial. Just have a Halo 3/ODST style marketing campaign and go back to pro military and hyper-religion Covenant. Halo 3 'The Ark' mission had actual adrenaline, badassery. Halo 2 Metropolis, its that easy.
