It’s the players fault for being too lazy to get out of the cart too make sure the clubs cleared the line. Also ultimate responsibility for the clubs is on the player.

Both - the employee shouldn’t have been driving on the fairway to begin with (that’s what a cart path is for) and Anne should have been more mindful when releasing the rope. Can’t put the blame solely on one individual, both had their moments
