every invite this person gives out is trackable back to him, so Valve can ban every account this guy has invited with one click on the tree/chain

These bots are only a minor issue. Valve just needs to insert the replays of known cheaters and these bots can be quite easily flagged as false positives.

CS2 FACT: If you're playing legit it means you're more likely to play against than with a cheater. Because you take up a potential cheater slot in your team. Your team has 4 chances to get a cheater assuming you're solo while on the other team it's 5 chances.

Now all you have to do is evaluate the quality of the ratings and automatically ban the trash accounts. Anyone who is 3x so wrong for the obvious must receive a negative rating and be kicked out.

Before someone say Valve is stupid. For sure they incorporated the concept behind CAPTCHA. Some of the clips you are rating are known and labeled. Based on how much your reviews of them differ, Valve calculate your trust score. If its low, your reviews of other clips are excluded
