The First Amendment protects speech and peaceful assembly – not rioting, assault and destruction. We have seen a coordinated campaign of violence by dangerous criminals—whether illegal aliens or U.S. citizens—using their vehicles as weapons to attack law enforcement. In November, I introduced the Halo Act to institute buffer zones around federal law enforcement officers to keep everyone safe. Today, as assaults against ICE are up 1,300% and death threats up 8,000%, I called on my colleagues to support my Halo Act to protect our federal law enforcement officers from harassment, obstruction and violence. Law enforcement should be able to do their jobs without being targets—these attacks MUST END.

On August 25, 2025, the Federal Protective Service reported a bomb threat against an ICE facility in Dallas. Bratton Dean Wilkinson, a 36-year-old U.S. citizen, was taken into custody by local law enforcement and charged with making terroristic threats. The shameful rhetoric from activists, politicians, and the media has fueled a culture of hate against law enforcement resulting in a 1,000 percent increase in assaults against them.
