And there were undercounts in Texas, Florida, Mississippi, Arkansas, Tennessee, and Illinois. “Six of the eight states benefiting from overcounts tended to favor Democrats in awarding congressional apportionment and electoral college votes. “Meanwhile, five of the six states that were unfairly penalized by undercounts tended to vote for Republicans. “These miscounts had an impact on representation. “Small numbers of proportional differences in population between states can impact the apportionment calculation. “In the 2020 apportionment, a difference of only 89 people was the tipping point for New York being apportioned 26 seats instead of 27. “Just 89 people. “Based on the 2020 Post-Enumeration Survey, it is likely that miscounts caused Colorado to gain a seat it would not have gained otherwise, and for Rhode Island and Minnesota to each keep a seat they would have lost. Meanwhile, Texas and Florida likely should have each gained a seat. “It is imperative that we understand what went wrong in the 2020 census and take action to mitigate the risk of those similar errors in the 2030 census.”

The BJP withdrew its support to the VP Singh government on the Mandal Commission in August 1991, and they started the Kamandal agitation to counter the Mandal agitation. Let's not get into this history. I can also go into the history of how the RSS opposed the Constitution of India beginning in November 1949; how Yogi Adityanath has opposed reservations; and how RSS leaders, including Mohan Bhagwat, have opposed reservations. So let's keep history aside. According to the Constitution of India, the Seventh Schedule, the census is the responsibility of the central government. If the centre does not want to carry out the census, there is no alternative left for states except to do caste surveys. Thus, various states have done caste surveys, including Telangana, Karnataka and Bihar. The Prime Minister has consistently opposed the caste census. On 28 April 2024, he called all those wanting a caste census "urban naxals". He even called the Congress party the same. They filed an affidavit in the Supreme Court on 21 September 2021, saying that they were against a caste census and had no intention of carrying out one. Today's gazette notification says only the census will be done in late October of 2026 in Jammu and Kashmir, Uttarakhand and Himachal Pradesh, and for the rest of the country, it will be done in March 2027. It does not talk of the word "caste census". So my question is: has the Prime Minister changed his mind again? Why is there no mention of the caste census? Secondly, the budget allocation needed would be ₹9,000 - ₹10,000 crores to carry out a normal census—not the caste census. The total allocation for the census commission this year is only ₹575 crores. So, where is the additional money? When are the allocations going to be made? The Indian National Congress wants the Telangana model to be adopted at the national level. In Telangana, it's not just the caste enumeration that's been done—it also includes getting information on the socio-economic status. All this is missing in this notification by the government. To all those who are saying that Congress has a lot to answer for, the First Amendment to the Constitution in 1951 introduced Article 15(4), which protected reservations for SCs and STs.
