I want to assure this House, whatever the Finance Commission has recommended, I follow it to the last word. In 13th Finance Commission for period 2010-11 to 2014-15, Karnataka received Rs 61,691 crores. In 14th Finance Commission for period 2015-16 to 2019-20, Karnataka received Rs 1,51,309 crores. For current 15th Finance Commission from 2020-21 till 31st march 2026, in four years Karnataka has already received Rs 1,29,854 crores. It is estimated that at the end of the fifth year, Karnataka would’ve received Rs 1,74,339 crores. This is regards to tax devolution. If you look at Grants-in Aid, in 10 years of UPA, Karnataka received Rs 60,779.84 crores. In 9 years of Modi Govt, Karnataka received Rs 2,08,832.02 crores. Over and above that, Additional Grants-in-Aid of Rs 18,005 crores has been budgeted this year for release for Karnataka. In our 10 years, Karnataka is getting Rs 2, 26,837 crores. Since 2014, ₹5.94 lakh crore has been given to West Bengal as tax devolution - a 4.4× increase compared to the ₹1.34 lakh crore provided during 2004–14. Under SASCI, ₹24,000 crore has been provided as 50-year interest-free loans. AIIMS Kalyani in West Bengal has been opened. Eleven medical colleges have been approved in West Bengal under the Centrally Sponsored Scheme (CSS). Under the NDA government, West Bengal received a record railway budget allocation of ₹13,955 crore for 2025–26, which is more than three times the average outlay of ₹4,380 crore during 2009–14. 101 Amrit Stations are being developed in West Bengal at a cost of ₹3,847.5 crore. 1,650 km of railway lines have been electrified - taking total electrification in West Bengal to over 98%. Over 2,300 km of National Highways have been constructed in West Bengal since April 2014. Karnataka Demands Fiscal Justice in Union Budget For every ₹100 Karnataka contributes in taxes, we receive back less than ₹15. This is unsustainable. In this Union Budget, we demand fiscal justice. Tax devolution must be increased to ₹40–₹50 to ensure states can truly develop. We are not asking for charity; we are asking for our fair share. The Centre must stop neglecting Southern states. From the ₹5,600 crore promised for Upper Bhadra to declaring UKP Stage 3 a national project with ₹50,000 crore in funding, our vital irrigation and infrastructure projects, such as the Bengaluru Metro and Suburban Railway, require urgent support. Karnataka has lost approximately ₹75,000 crore between the 14th and 15th Finance Commissions. Furthermore, diverting semiconductor industries away from our state through Central incentives undermines the national tech ecosystem. Bro is Tejasvi Surya. He is a BJP MP from South India. He claims that South India has received 250% more funds under BJP compared to the UPA. But he is comparing 2004–2014 with 2014–2024, which naturally shows large percentage increases. This rise is not unique to Southern states because tax collections have grown over time. By this logic, he could say one day that India’s budget during Jawaharlal Nehru was ₹500 crore & now under Narendra Modi it is ₹50 lakh crore, an increase of about 10,00,000% 😭

A large amount of air pollution is coming because of the street dust, as our sewage lines and roads are not getting cleaned. Every monsoon there is waterlogging because PWD used to always have a three-month plan to work on the drainage cleaning, but it's not happening now. Delhi Govt's total budget in this fiscal year was ₹76,000 crore, while ₹39,000 crore is our committed budget, which goes to salaries and maintenance. So what is left is ₹37,000 crore for maintenance, new projects, and capex. Out of the ₹37,000 crore, much of it is committed towards freebies. Also, all states have far better tax collection rates today compared to earlier, except for Delhi. If the tax rate increase between 2004-14 was maintained between 2014-24, we would have collected ₹1,04,000 crore more in tax. So, we are faltering on the subsidy front and the tax collection front.
