I think the ancient breakaway civilization doesn't have direct contact with the world leaders and the established elite. They don't care about the current civilization, don't see us as a threat, have different goals, and occasionally meddle in or interrupt our affairs if it suits them, and of course can use us as a resource.

Thinking that modern places have any continuity with their ancient counterparts is a mistake. Rome, Athens, etc are not ancient cities, they’re modern cities (with God-awful urbanism) plopped on top of the ruins of an ancient city. If Rome and Athens were not what they are, we would consider them urban disasters near the level of Cairo or Tehran.
