The devastating numbers of Russian attacks on Ukrainian energy infrastructure: Since the start of the heating season, Russia has attacked Ukrainian energy facilities and heat supply systems 256 times, the Security Service of Ukraine said. Russian forces deliberately targeted Ukraine's 11 hydroelectric power plants and 45 major combined heat and power plants. In addition, they carried out 49 targeted aerial strikes on thermal power plants and 151 strikes on electrical substations. Each attack was combined: dozens of Geran drones and Iskander, Kalibr, Kh-101, and Kh-69 missiles. The heaviest strikes were recorded in Kyiv and Kyiv region, as well as in Kharkiv, Odesa, Dnipropetrovsk, Sumy, Mykolaiv, and Chernihiv regions. The attacks during the sharp cold snap led to large-scale power, heat, and water outages in the homes of millions of Ukrainians. I met with President Ilham Aliyev Ilham Aliyev of Azerbaijan. I informed him about the overall situation in the energy system and the consequences of Russian strikes on energy infrastructure facilities. I am grateful for the recent energy support package. We discussed the development of bilateral relations and the implementation of projects in the energy sector, in which Azerbaijan is interested. We also paid attention to the negotiation process aimed at achieving peace. Ukraine always constructively supports efforts that can help achieve a dignified peace. The only reason the war is still ongoing is Russia’s unwillingness to end it.

Strengthening air defense is a priority for Ukraine. It is important to develop the energy network between our countries, which will help Ukraine amid shortages caused by ongoing Russian attacks on our energy infrastructure, and also support Romania when we have a surplus and can export electricity. Therefore, cooperation in the energy sector was also a key topic of our discussion. Particular attention was given to expanding border crossing points between Ukraine and Romania. We also discussed work on an intergovernmental agreement on joint oversight at the Ukraine–Romania border crossings. I thank Ilie Bolojan for the meeting and for his support of Ukraine.
