I don't know, Detroit did a pretty good job recently. The teens tried to swarm during a fireworks event, the City warned them ahead of time that there was going to be a zero tolerance, and as soon as the curfew hit after the event, hundreds of arrests were made, those kids were put into court, and the parents were also given fines that they had to pay. A couple of people didn't show up for their court dates, and they were told outright that the parents would be given warrants. People always complain about detroit, but the thing about Detroit is before it started getting nice again, the City already went through decades of shit so they know how to handle it when it hits.
