No, it is not illegal for cyclists to ride two abreast in the UK. The Highway Code advises against riding more than two abreast, especially on narrow or busy roads and when riding round bends, but it doesn't make it a law. In fact, riding two abreast can sometimes be safer, particularly for larger groups or when accompanying children. But what it does show us is that THESE cyclists are total AH's. I nearly ploughed through about ten a couple of weeks ago at a roundabout I had right of way and they all just came right on to the roundabout at speed, not even slowing down. In old car without ABS I would have taken several out.

Lots of encounters with cyclists recently. Pair of cyclists. One tries to wave me past as he rounds a blind corner. Needless to say, 1 second later an oncoming car charges round the corner. Nice one mate. Pair cycling 2-abreast holding up a dozen cars, oblivious. Infuriating.

Driving two abreast is legal and recommended in the Highway Code. The cyclist is right. However, if you have a car trailing behind you on a narrow road then you should get back into single file to let them pass. Hardly rocket science.
