During my time as a Law Enforcement Officer, I would say less than .1% of homeless people I encountered actually wanted help. The organization I worked for had a homeless outreach team. When we would go to the areas where the homeless gathered to offer services, almost all would be declined. They want to be homeless. It allows them to drink, do drugs, and live an "unburdened" life. I never offer help and don't feel bad about it either. Honestly, neither should you.
