They said they couldn’t charge the one citizens detained after they caught him trying to use a blowtorch to set a fire. Pretty soon the citizens are going to catch these people and tie them up so the disaster handles the punishment phase since it is clear their leaders aren’t interested in saving anything. Sad part, if they do, they will get the maximum penalty, not the criminals.
