"Revenues are growing regardless of sanctions. If there had been no sanctions, perhaps everything would have continued as before. Today, our main budget revenues are not linked to oil and gas revenues," he said. His statement was made against the backdrop of data by Russia's finance ministry showing a 25% drop in oil and gas revenues in September compared to last year.

Anatoly Artamonov, head of the Russian Federation Council Committee on Budget and Financial Markets, has called for an urgent tax increase to save the Russian budget. Artamonov stated that Russian authorities need to seek additional revenues for the treasury, which has been hit by declining oil and gas revenues and a worsening economic situation. According to him, measures must be taken "urgently" because the "economic forecasts have become more pessimistic" and commodity revenues are falling.

Response efforts are ongoing in Kyiv following the Russian attack. All the necessary emergency services are working at the sites. Last night, Russia launched more than 100 drones against us. Ordinary apartment buildings in several districts of the city have been damaged. Unfortunately, as of now, three people are known to have been killed in the attack. My deepest condolences to their families. Dozens have been injured, including children. Every Russian strike is an attempt to inflict as much damage as possible on ordinary life. This week, they’ve been striking residential buildings, our people, children, and civilian infrastructure. These are the main targets for the Russians. Thousands of strikes with various types of weapons: in just one week, Russia has used nearly 1,200 attack drones, more than 1,360 guided aerial bombs, and over 50 missiles of different types against Ukraine. Under all these strikes, Ukraine has continued to defend itself actively – on the battlefield, in the sky, and through diplomacy. There are significant results regarding the pressure on Russia: the 19th EU sanctions package and new U.S. sanctions targeting Russian oil. We are grateful to our partners for these steps, but it is important not to stop here. We count on the synchronization of these sanctions across the G7 and other partner jurisdictions. And, of course, additional tariff and sanctions restrictions are needed against Russia and all those helping it stay afloat. Certainly, pressure will help bring about peace. I thank everyone who contributes to this.

This week alone, the Russians have launched over 2,360 attack drones, more than 1,320 guided aerial bombs, and nearly 60 missiles of various types at our cities and communities. Every dollar paid for Russian oil is money for the war. More than 110 tankers from Moscow’s shadow fleet are currently at sea. On board are over 12 million tons of Russian oil, which, due to the easing of sanctions, can once again be sold without consequences. That is $10 billion – a resource that is directly converted into new strikes against Ukraine. That is why it is important that Russian tankers are stopped, not allowed to deliver oil to ports. The aggressor’s oil exports must decrease, and Ukraine’s long-range sanctions continue to work toward that goal. I am grateful to every one of our warriors for their precision, and I thank all partners who are helping to increase pressure on Russia for this war.

And all Russian oil companies – including Rosneft, Lukoil, Putin’s own oil company Surgutneftegas, and others – must be blocked. Their access to the world market must be cut off – this will bring Putin back to reality and greatly limit the Russian war machine’s money. And I thank President Trump for this path of pressure, and I thank the countries that are already taking these steps. And I called on all participants of our Coalition of the Willing to join these steps. Thank you to everyone who is helping!
