Every hero needs to be viable. Period. The game would be even more stale otherwise. If someone loves Torb and wants to one trick from Bronze to maybe one day GM, they should be able to play him at all ranks. Maybe you aren't slaying in GM like you were in Gold, but still viable.

In my opinion the philosophy for a successful game should ALWAYS be: RISK = REWARD The higher the risk, the higher the reward. A Tracer player requires immense amounts of skill to have value at a high level, it's very risky to play her otherwise, so she should get good reward...

Hero concept and hero viability will always get in the way unfortunately. Not to say you don't know that but it's just something that I think has always plagued the balance of hero-focused genres. There's always gonna be dissonance when every character "HAS" to feel unique.
