This is preposterous.. Not just for the apparent law, but for the fact that the cops are going through the process to detain someone for actually doing it.. They should just tell the guy to scoff that up and don't do it again, because it's against the law, and give a warning.. That's the humane thing to do.. This is part of the problem: Cops who want to be tough guy cops and not to protect and serve..
