It's scary considering that, Newtypes are such a terrifying force. More so when you consider what they've already seen. Much less that they will never learn, and more they just refuse to see the losses or set backs as worth stopping.

Of course. Amuro beat a dozen enemy mobile suits at the same time. Lalah was using remote bits to attack distant targets that couldn't be detected without Newtype powers. What country wouldn't want access to that kind of power? Getting "normal" Newtypes to work with you comes down to getting extremely lucky with a genetic lottery. Far more reliable if you can have them made to order.
