HODGES: Russia only changes after defeat. Until Russia is defeated, crushed on the battlefield, I don't see it changing. Because there are too many people at the top that are happy or invested in the status quo. They're incredibly wealthy through corruption. They don't invest a lot in making life better for average Russian. They certainly don't give a damn about their soldiers. So, I don't see Russia changing until they are defeated.
