@lululemon @chefsmelly @oaklandpoliceca Close these areas to all traffic will barricades and bollards, or do it for the businesses. And for parking lots, require payment to enter/exit. The harder you make it to get away, the less likely this happens. Also, police foot and cycle patrols.
