You are correct that this will not “defund ICE.” But the DHS appropriation is our negotiating leverage to accomplish some of the things you are talking about. Once that passes, we have zero leverage. The House gave it up, so we have to rely on our senators. Surrendering for more Republican promises, like we did on the ACA, is not going to fly with us because we know once we give in on this we will get no reforms.
