Japan has strict rules about what garbage goes out on what days, and they don't allow in immigrants. Don't follow the rules and they can easily boot you out.

My parents had this happen where they lived.Throwing nappies out of bedroom window into garden.There was a great big stinking pile of them.Then they blocked drains with stopped when they were threatened with eviction

Sadly there are many in the native population who are also litter incontinent. I have been urging @greatyarmouthbc to consider a litter education programme, or even intervention by social services for those who lack the mental capacity to deal with their own refuse.
