The Mayor of London is statutorily obliged to ensure the police address serious criminal activity, including rape gangs. He is also bound by the Nolan Principles of Public Life, which demand honesty, accountability, and openness. If he refuses to answer, he must explain why. Otherwise, he is failing to do the job we pay him for and neglecting his duty to the people of London. Some politicians lack integrity and capability.
