Dealt with this all of my life. It sucks that people judge but I’ve tried everything! Some people just have really bad cases and just have to work hard to manage it the best we can.

This is scalp dermatitis, it is caused by the immune system overreacting and attacking harmless skin cells which causes inflammation or dead skin. Unfortunately it has no cure, but can be managed with antibiotics or antifungal creams like ketoconazole.

I used to have really bad dandruff like that. I still deal with it, but unrefined coconut oil helps. It won’t get rid of it completely, but it does ease it up a lot.
