After reading SOTR, M=my theory is that both names in the bowl were Haymitch's 1) because Snow wanted Peeta in the Games, and knew the only way to do that was for him to volunteer in Haymitch's place 2) He just hates Haymitch THAT MUCH

Is there a rule that you can't volunteer before a name is called? I don't remember if it was ever mentioned but recently I was rewatching this and realized I didn't understand why haymitch could only go if peeta's name was called
