Why do you arrest a doctor who is not a manufacturer? He doesn't know what has possessed the drugs. It has to be passed through the regulatory mechanism from the manufacturer to the supplier and the drug controller. Once they have passed in and given permission to supply the drug, the doctor has prescribed it. In what way is the doctor connected? You arrest the doctor first because he is the easiest target. The manufacturer has not been arrested. The drug controller has been suspended, not arrested. So what is the message the government is trying to put across?
