The DMV is not controlled by the federal government it's under the supervision of the state. If Black Americans had Super Majority Population and Political Control over several states (NC SC GA AL MS LA AR TN), they would control the Department of Motor Vehicles within these States.

This was a big thing in Georgia when they decided the have mini DMVs in Grocery Stores (Kroger) a decade or so ago. Hispanic folks got jobs there and basically hooked up all their people. Folks still running around with non-legit driver’s licenses till this day.
