I believe he's talking about ending the tax on gas in CA that pays for transportation projects and maintenance. Couple problems with that, voters already rejected that once and it's highly unlikely the legislature would vote to repeal the tax.

Trump found a way to make gas plummet in his first term: He completely mismanaged the federal response to a global pandemic SO badly that an extra 600,000 American lives are lost due to said mismanagement that didn’t need to be lost, with resulting economic wreckage.
