Today, I was in the Central Business District (CBD) to assess the status of our drainage systems following numerous complaints from city residents, particularly after the heavy rains experienced yesterday. I wish to assure Nairobi residents that our engineers are actively on the... ground working to unblock clogged drainage systems. Investigations have established that the persistent flooding in the CBD is largely caused by irresponsible dumping of garbage into drainage channels by some shop owners and hawkers. This behavior is unacceptable. The county government will address this problem through strict enforcement actions. We are putting all hawkers on notice, especially those operating within the CBD and irresponsibly dumping waste particularly tea and coffee hawkers. Their careless disposal of garbage is blocking our stormwater drainage systems, which is a major cause of flooding in the city whenever it rains. Developers and all residents are reminded to strictly follow the law and avoid encroaching on drainage channels. All illegal structures constructed on top of or along drainage systems will be removed. We are committed to restoring order in Nairobi. We are also warning those who have encroached along riverbanks and riparian zones move away immediately before you are swept away by the floods. We shall move in and demolish all illegal structures along riparian areas. These zones are not meant for settlement or construction and must be protected. These decisions may not be popular, but they are necessary. Fixing our drainage system is not just about today it’s about building a better, safer city for tomorrow. Let me reiterate that interference with drainage channels is a serious environmental offence. We have noted with great concern the rapid increase of tea and coffee hawkers in the CBD who are using disposable cups and single-use plastic bags. Most of them do not carry litter bins to manage waste after their customers consume their products. As a result, this waste is being dumped all over the CBD and eventually ends up in our drainage systems during rains, contributing to flooding in the city. We have launched an operation targeting these hawkers, who will now be required to operate like any other hawkers, strictly within designated areas(back lanes). Additionally, we are tracking down those supplying them with single-use plastic bags and will take legal action against them. We must do everything necessary to restore order and cleanliness in our CBD

Areas including Sebana Road, Clock Tower,forest mall, golf course and Allen Road experienced flash floods, but in most of them the water cleared within about seven minutes, compared to past incidents where flooding would last for hours or days and disrupt businesses immensly. This improvement follows recent Kampala Capital City Authority (KCCA) drainage upgrades, including the construction of 16 crossing culverts along Allen Road and Sebana Road into Nakivubo Channel has increased the city’s capacity to tame storm water. Additional works are ongoing, including longitudinal drainage along Ben Kiwanuka Street and a planned box culvert on Namirembe Road under the Greater Kampala Metropolitan Area Urban Development Project. Two buildings, Totala Business and Qualicell, experienced basement flooding due to drainage challenges internal to them, and the KCCA drainage team has been quickly deployed with suction trucks to support them evacuate the water. All businesses in the affected buildings have been closed and will only reopen after the landlords rectify their sewerage and drainage systems to meet required standards. Earlier today, I led an extensive inspection tour of critical drainage infrastructure and flood mitigation projects across Lekki, Agungi, Ikota and Ajiran, and what we uncovered demands immediate and decisive action. The persistent flooding in Agungi despite the completion of major drainage infrastructure over two years ago has a clear cause. At Ajiran, we discovered that a land owning family deliberately blocked the outfall channel that was specifically designed to discharge stormwater by gravity into the Lagos Lagoon. I have directed that the outlet be reopened immediately in the overriding public interest. Let me state clearly: no individual or family has the right to obstruct natural watercourses or public drainage infrastructure regardless of their land titles. We are not taking anyone's land. We are simply restoring the channel to allow water to flow freely and protect thousands of residents from avoidable flooding. At Megamond Estate in Ikota, we found that developers had illegally reclaimed part of the Ikota River and commenced construction without obtaining the necessary environmental and drainage approvals. Enforcement and abatement notices had been served previously but were ignored. From tomorrow morning, all illegal structures erected on reclaimed drainage alignments without approval in that estate will be removed. This action sends a clear message that Lagos will not tolerate encroachment on drainage channels or public infrastructure. I also reiterate that any development involving wetlands or water related projects must obtain an Environmental Impact Assessment and Wetland Clearance from the Ministry before any reclamation or construction begins. We do not care whose ox is gored. It is unfair to law abiding residents and unacceptable because it compromises public safety. I urge every Lagosian to remain vigilant. Following a public outcry, This evening, together with the Lang’ata Sub-County Administrator, we visited the galleria mall round-about area and observed that vendors have not only been dumping waste irresponsibly but have also constructed illegal structures along the roadside and blocked a basement walkway. This is unacceptable. The county government will take strict action to ensure compliance and restore order in the area.
