Delhi: On new UGC anti-discrimination rules, BJP MP Manan Kumar Mishra says, "The UGC officials made a decision without clear reasoning, which benefits no one. Dividing people on the basis of caste is wrong. There should be equal treatment for everyone in colleges and institutions. If something is banned, it should be banned for all. I believe the government should take note of this, or the UGC should review it itself..."

He says, "Around 30 per cent of students have opted for the fourth year so far. Students choosing the fourth year are doing so with a specific objective, as it offers opportunities for innovation and creativity. We expect the numbers to increase gradually, and a better response is anticipated this year. Students completing the fourth year are also eligible for direct admission to one-year master's programmes. DUSU Joint Secretary Deepika Jha says, "UGC is giving commendation to the left and this is causing a lot of wrong actions. We will take appropriate action based on this..." She also says, "The Left is trying to break the backbone of Delhi University. But we will not let them succeed... They have always tried to divide the nation and continue to do so... While the preamble of the Equity Committee even mentions the word 'race,' and also mentions 'place of birth, ' someone's place of birth is Nagaland, or let's say Mizoram, every person in Delhi is using strange language towards them, and that's not even addressed in the Equity Committee. In the new clause that has been added, they have mentioned SCs, STs, and OBCs as victims. But a general-caste boy or girl can also be a victim. I was covering the protest for my YouTube channel as part of my reporting work. I hadn’t even started recording when a media person behind me tried to provoke me, repeatedly calling my name and referencing a previous protest at Jantar Mantar. Suddenly, a crowd from the ongoing UGC protest surrounded me. They attacked me, tried to grab me, and even attempted to choke me. I was completely shocked and confused…"

What happened at University of Delhi is absolutely horrifying. A girl being openly molested and abused with caste-based slurs like “iske kapde utar” and targeted for being a Brahmin shows how unsafe our campuses are becoming. I am also a Brahmin girl and today I genuinely feel that I too could be targeted for the same reason. Is this what our universities have turned into? Places where identity becomes a reason for harassment? The University Grants Commission and the government must seriously introspect. What are they doing to ensure safety and unity on campuses? Policies should never create an environment where students feel divided, threatened, or singled out because of caste. Caste-based abuse -against anyone -is unacceptable. Safety, strict action against perpetrators, and zero tolerance for such intimidation must be the priority. Universities should build minds, not fuel divisions.

#WATCH | On Supreme Court staying UGC Regulations 2026, Advocate and petitioner Vineet Jindal says, "Today, the CJI appreciated our arguments. We must say that it is a very big win for us. As we have been talking about specifically three issues, one is Section 3C which is talking about caste discrimination and in that particular section, the general caste has been excluded and all other castes have been included. So, this particular section has been sending a message that SC, ST and OBC has been discriminated against by the general caste. This was our argument before the CJI and he appreciated our argument and especially stated that what we are saying is correct and if such sections are there, it will definitely be very harsh and discriminatory for the general caste and this should be amended. The other part is in respect of the equity committee which is formed under Section 18 of these new UGC sections. There are no specific representations cited in these particular rules for the general community. CJI also admitted this argument of ours and suggested that it should be formation of a specific committee which includes academicians, social workers who have knowledge on these particular subject and now this matter is posted for 19th March and hopefully something good will happen."

I believe that all sections of society need to be included in this. If any student from any caste or community faces discrimination, they should have the opportunity to file a complaint, and I believe that everyone should be included in this process. I feel that the guidelines provided by the UGC will increase separatism and violate the fundamental rights of the Constitution, and therefore, it will be considered unconstitutional. Secondly, we demand that punitive action be taken against those who file false complaints. Currently, there is no provision for punitive action. We believe that there should be such a provision. Thirdly, we demand that the grievance redressal committee, which has been designated as the Equal Opportunity Centre, should have representation from all sections of society. Furthermore, the committee's timeframe, scope, jurisdiction, and other details should be clearly defined. We also met with a delegation today. We discussed all these points with them. We also met with Dharmendra Pradhan, the Education Minister."

There are strict laws against ragging. But what I suspect, and what people are not saying openly, is that after these regulations, educational institutions will become centres of controversy. The students might belong to any caste, they are there to study and they have been given the scope that be it anything, even if there is a petty fight - file a complaint and spoil someone's life. Bihar’s Post-Matric Scholarship move • Bihar’s NDA government announced 100% fee coverage (no cap) for SC and ST students in IITs, NITs and AIIMS. • Support for polytechnics, ITIs and other institutes has also been increased. • EWS students are excluded. If the intent was genuine support, collateral-free education loans for all needy students could have been offered instead of selective inclusion. Centre repeats the pattern • The Centre partnered with a physics coaching foundation to fund free coaching for 5,000 students for UPSC, SSC and other exams. • Only reserved categories are eligible; EWS is again excluded. The core issue • EWS quota exists on paper, but not in policy benefits. • True equity would be need-based opportunity, not category-based exclusion. • Long-term impact comes from better schools and foundational education, not repeated cash distribution. So the question remains: welfare-driven policy, or vote-driven appeasement?

To address discrimination, they were bringing more discrimination to campuses, and there are three points I have continued to raise, which even the Supreme Court has validated. The concerns that I was expressing with regard to the penalty clause. What do we do with regard to that, in terms of the ability for everybody who is on the campus, who faces some kind of discrimination? They should be able to go to the equity committee to address it. Unfortunately, that was not doing that. It was only giving a platform to SC, ST, and OBCs to be able to do that, while the general caste students were left out in the cold, and they did not have that particular pathway. Equity squads, through the implicit and explicit nature of discrimination, could take a call. Implicit could mean anything as far as the equity squad is concerned. Would it be through words, through actions, or through some perceptions or preconceived mindset about discrimination? Those were the things which I was speaking about. The Supreme Court has put a stay on it. I welcome it, and I hope the Government of India withdraws this particular guideline and ensures that any guideline that comes into place to address discrimination is not discriminatory in its nature."
