Always help out the turtles. We have a lot of snapping turtles around here, and they are sort of defensive when they're out of the water. I keep a flat-blade shovel in the back of the truck so I can help them across the road.

Unless he put that turtle back where he found it, he sentenced that turtle to death. Turtles are very territorial and will wander the rest of their lives to find their way home. Please just move the turtle to the side of the road in the direction it was heading.
