They need to touch, smells and taste things. These are all ways that kids learn. Screens consume kid's attention and takes away from these learning experiences. And screens are addictive which leads kids to only want more screens. Screens provide zero benefit for kids this age. Its up to parents to keep their childhood screen-free.
